There's no need to wait for Virtual Console to release it, you can buy Vectorman 1 and 2 in the Sonic Gems Collection, which is usually pretty easy and cheap to find (while you're at it, check out Sonic Mega Collection, and you'll get all the classic Genesis Sonic games too).
